The Commission for Air Quality and Management (CAQM) is taking steps to reduce air pollution resulting from Construction and Demolition (C&D) activities in the National Capital Region (NCR).
CAQM has directed the State Governments of Haryana, Uttar Pradesh, Rajasthan, and GNCTD to establish a robust online mechanism through a web portal to monitor compliance with dust mitigation measures by project proponents.
Projects with a plot area equal to or greater than 500 square meters under the jurisdiction of Urban Local Bodies in the NCR must register on the web portal. Video fencing with remote connectivity will be incorporated for continuous monitoring, and project proponents need to install PM2.5 and PM10 sensors at C&D project sites.
The online mechanism allows project proponents to self-audit and certify compliance with dust control measures, enhancing monitoring effectiveness. Proponents must upload a self-declaration on a fortnightly basis.
Delhi Pollution Control Committee (DPCC) and other State Pollution Control Boards (SPCB) of the National Capital Region are directed to strictly monitor compliance with dust mitigation measures by project proponents.
An exhaustive checklist will be used to monitor compliance, including measures like anti-smog guns, water pills, water cannons, hoses, fire hydrants, sprinklers, etc. Proponents must install reliable and economical PM2.5 and PM10 sensors at project sites and link them to a platform with a Live Dashboard for monitoring by relevant authorities.
This initiative aims to ensure the strict implementation of the Construction and Demolition Waste Management Rules and reduce air pollution in the National Capital Region.
